BROADCUT FARM PROPOSED DEVELOPMENT

A public consultation on behalf of AAA Property Group was held on Monday 15th July 2024 1pm – 7pm at the Navigation Inn, Calder Grove whereby agents representing the developer were on hand to answer any questions.  Visitors were encouraged to submit a consultation form before the 5th August 2024 with their thoughts, comments, concerns, which really did feel as though it had been sprung on the residents and Parish Council, as less than a weeks’ notice had been given.

The Parish Council do feel that the presentation of a few picture boards in a dimly lit room was woefully inadequate and gave no real indication as to the development and what was proposed in detail, nor the impact of and plans to address the additional infrastructure required for such an extensive development, for the benefit of the residents, e.g Drs Surgeries, Dentists, Schools, effective transport links etc.

It is hoped and will be asked of the developer, for a further opportunity for residents to see the detailed plans in due course, with another opportunity to add their comments, concerns, suggestions for consideration.

Please do so by Monday 5th August 2024, as it is understood that not many residents were aware of the consultation taking place. 

It is also a little disconcerting, if true, that the measure of the community objection to the development is being measured by the visitors that attended the consultation held on Monday 15th July 2024!!

Master Plan

Crigglestone Parish Council need their residents to know that since 2017 when the consultation on the next stages of the WMDC Local Development Plan process was circulated, they, as a statutory consultee, delegated to their Planning and Rights of Way Committee the authority to attend the hearings, consult and provide feedback on each stage of consultation on areas in the parish that would bring benefit or detriment.

In 2020 that began to concern the land at Broadcut Farm, which appeared in the LDP 2036 last minute and with little notification, with what also appeared to be a misleading allocation title and number.   Since 2020 up until late 2023 an independent Planning Consultant was procured by the parish council, to guide them during their attendance at the Hearings, so that an effective argument could be put forward as to why the land at Broadcut Farm should not be removed from the Green Belt nor included in the Local Development Plan 2036 as a site for development.

The Parish Council’s commitment to have Broadcut Farm removed from the LDP 2036 along with their attendance at the LDP 2036 Hearings was documented in past annual parish newsletters (which are delivered to every household in the parish by Royal Mail) and discussed at many full council and committee meetings with considerable time and effort spent by those councillor’s concerned.

Sadly to no avail, the Local Development Plan 2036 in January 2024 was approved by the Government Inspector tasked with scrutinising the LDP 2036 as a ‘sound’ document  and ‘fit for purpose’, which means Broadcut Farm remains in the plan as an area approved for removal from the Green Belt and for development.

FAQ’s 

Were the Parish Council supposed to advertise the consultation?    —  No, this is the responsibility of the developer. The parish council are statutory consultees, but they were only given the same amount of notice as the residents.

What other sites have AAA Property Group developed?

Who are the companies interested in this site? both for homes and employment?

How many jobs are they looking to create and will they be from the locality or are the workforce being brought in from other areas?

What re-assurance can AAA property give that the infrastructure stated to be delivered will be and not found to be ‘un-viable’ nearing the end of the development?

How is the access going to be addressed out of the estate? (Other streets will be used as rat runs to avoid the inevitable congestion).

What measures are being put in place to help residents and school children to cross the road safely, to get to where they need to be?

Will another access to the M1 be built in to the highways plan? Junction 29 cannot cope as it is at peak times.  No one will be able to travel to work in good time.
